Technical Assistance to the EU Delegation to Türkiye

A long-running series of assignments supporting the EU Delegation in the technically sound and timely implementation of environmental infrastructure operations, from procurement review and tender evaluation to monitoring, appraisal and programme support.

Independent technical support across the investment cycle

The assignments supported environmental investments under the Sector Operational Programme: Environment and Climate Action (ESOP), with a strong focus on compliance with PRAG procedures and FIDIC contract conditions, technical soundness of procurement, and effective implementation of water, wastewater and solid-waste infrastructure.

Technical review of designs, cost estimates and procurement files.
Review of technical specifications, cost breakdowns and clarifications.
Participation in tender evaluations as EU Delegation observer.

Construction-site monitoring and independent implementation advice.

Detailed scope

Services documented in the final reports

Design & procurement review

Review of design correctness and consistency with cost estimates; investment and operating-cost breakdowns; technical specifications for works and supply tenders; and proposed technical clarifications or changes.

Tender evaluation support

Observation of tender evaluations on behalf of the EU Delegation, examination of offers and evaluation procedures, and review of evaluation reports for pricing and conformity with technical specifications.

Implementation monitoring

Site visits, monitoring of implementation progress, review of Engineer and Contractor submissions, follow-up of corrective actions, identification of technical problems and preparation of monitoring reports and checklists.

Investment appraisal

Review of feasibility studies, project application files and selected cost-benefit analyses, supported by site visits where requested.

IPA III programming

Support to prioritisation methodologies, screening of environmental infrastructure pipelines, and assessment of opportunities for EU grants and blending or financial-engineering measures.

Programme & closure support

Review of selected IPA I audit reports for programme closure and, in the 2023–2024 assignment scope, assessment support for municipal infrastructure in earthquake-affected regions.

Selected assignments

Representative infrastructure supported, 2019–2024

The reports supplied for the 2019–2024 period document repeated involvement across wastewater treatment, wastewater collection, water supply and integrated solid-waste investments. Representative assignments included:

Wastewater treatment & collectionBandırma, Giresun, Doğubayazıt, Çankırı, Sorgun, Niksar, Rize, Iğdır, Çarşamba, Elbistan, Kastamonu, Suluova, Aksaray and Sivas Kızılırmak.

Water & integrated waterNiksar Water and Wastewater Project, Bandırma Integrated Water Project and selected water-management technical-assistance deliverables.

Solid waste managementKastamonu/KASMİB, Hakkari and Tunceli integrated solid-waste management investments, including works and equipment procurement.

Technical outputsTender-document review reports, observer reports, evaluation-report reviews, monitoring reports, on-the-spot checklists, assignment/appraisal reports and final reports.

2023–2024: monitoring and procurement support

The latest supplied report covers 6 December 2023 to 9 November 2024. It documents monitoring of 14 projects, evaluation-report reviews for Hakkari and KASMİB equipment procurements, review of seven IPA I audit reports, and extensive field and document-based monitoring of wastewater and solid-waste investments.
