Project Preparation Facility for Municipal Infrastructure to Support the Earthquake Recovery

Preparing resilient municipal water and wastewater investments for international financing through feasibility, due diligence, environmental and social studies, engineering design and procurement documentation.

Project overview

Investment preparation from needs assessment to tender-ready documentation

The assignment supports Türkiye’s post-earthquake recovery by preparing municipal water and wastewater investments for financing and implementation under international financing institution procedures. The work combines technical, environmental, social, economic and financial due diligence with engineering design and procurement preparation.

  • Project Identification Documents and feasibility studies.
  • Needs assessment, demand forecasts and 35-year investment planning.
  • Technical option analysis and whole-life cost comparison.
  • Environmental and social studies aligned with EU and IFI requirements.
  • Topographical, geological and geotechnical investigations.
  • Conceptual, detailed and design-review services.
  • Works, supply and service tender dossiers.
  • EIB and EBRD procurement and due-diligence support.
Technical scope

Core workstreams

The Terms of Reference requires projects to be developed to a level suitable for IFI appraisal, financing and subsequent procurement, with the technical solution supported by robust economic, environmental and social justification.

01

Feasibility Studies & PIDs

Preparation of Project Identification Documents, population forecasts, infrastructure inventories, needs analyses, investment prioritisation, project indicators, implementation planning and financing plans.

02

Option, Financial & Economic Analysis

Assessment of technical alternatives, CAPEX and OPEX, affordability, cost recovery, tariff implications, cost-benefit analysis, sensitivity analysis and project risks over the investment life cycle.

03

Environmental & Social Due Diligence

EIA and environmental-social assessment work aligned with Turkish legislation, the EU environmental acquis and relevant lender standards, together with climate vulnerability, greenhouse-gas and gender considerations.

04

Surveys & Engineering Design

Topographical, cadastral, geological and geotechnical studies; design review; conceptual and detailed engineering; hydraulic analysis; process selection; quantities and updated cost estimates.

05

Procurement Documentation

Preparation of technical specifications, drawings, bills of quantities or price schedules, procurement notices and draft contracts for works, supply and service packages.

06

FIDIC & IFI Compliance

Works packages structured under FIDIC Red Book, Yellow Book or equivalent arrangements and aligned with the procurement requirements of the EIB and EBRD.

Investment portfolio

Municipal infrastructure packages

The portfolio covers drinking water, wastewater and stormwater investments across earthquake-affected municipalities and has evolved through project implementation and contract amendments.

Implementation snapshot

Progress documented in the July 2026 monthly report

By July 2026, the assignment was in its nineteenth month and was progressing in parallel through the design/feasibility and tender-dossier stages. The latest report records approvals of the original feasibility-study packages, continued development of the added Kilis investment, and procurement preparation for the Osmaniye Drinking Water Network.

782 kmMalatya drinking-water pipelines designed.
316 kmMalatya wastewater pipelines designed.
70 kmMalatya stormwater pipelines designed.
  • Gaziantep Çaybaşı feasibility remained approved by EIB.
  • Nurdağı, İslahiye and Akçakale–Harran feasibility studies remained approved by EIB.
  • Hatay Tekebaşı WWTP feasibility remained approved by EIB.
  • Osmaniye Drinking Water Network feasibility had received EIB approval by June 2026.
  • The draft Kilis WWTP Extension feasibility study, including the design report and cost-benefit analysis, was submitted on 10 July 2026 for EIB and İlbank review.
  • The environmental impact assessment for the Kilis WWTP Extension remained in progress in July 2026.
  • Conceptual design of the Kilis WWTP Extension had been completed, and draft final designs for approximately 2.1 km of additional wastewater collector and 1.3 km of new effluent discharge line were submitted to Kilis Municipality for pre-approval.
  • The works tender dossier for the Osmaniye Drinking Water Network was completed and submitted to İlbank on 24 July 2026.
  • The Malatya drinking-water, wastewater and stormwater design quantities shown above are retained from the April 2026 report because the July report does not restate those completed design quantities.
Status note: non-Malatya progress above reflects the July 2026 reporting period. The Malatya pipeline quantities are intentionally retained from the April 2026 report as the later report does not provide replacement figures for that completed work.
ÇEVPRO contribution

Multidisciplinary project-preparation leadership

ÇEVPRO participates in the AQWADEM–ÇEVPRO–SUİŞ consortium. The assignment mobilises senior and junior specialists across water and wastewater engineering, mechanical and electrical design, geology and geotechnics, environment, climate, economics and procurement.

The Team Leader function includes overall coordination, liaison with the Contracting Authority, EU Delegation, İlbank, IFIs, municipalities and the Project Steering Committee, together with quality control of PIDs, feasibility reports, designs and tender dossiers. This integrated structure enables the project to move from damage and needs assessment through technical development and financial due diligence to procurement-ready investment packages.
